1. Service Description
Dombay VPN provides a censorship-resistant Virtual Private Network (VPN) service using the Dombay Protocol (VLESS+REALITY+XTLS Vision). The service routes your internet traffic through encrypted tunnels to EU-based servers, masking your IP address and bypassing internet censorship and traffic filtering systems.
The service is available on Android, iOS (coming soon), macOS, and Windows platforms. Subscriptions can be purchased monthly, quarterly, or annually. A free tier is available with access to public node lists and device authentication.

2. Acceptance of Terms
By downloading, installing, or using Dombay VPN, you agree to these Terms of Service and our Privacy Policy. If you do not agree, you must not use the service.
We reserve the right to update these terms at any time. Continued use of the service after changes constitutes acceptance of the updated terms. We will notify users of material changes via email or in-app notification.
3. Acceptable Use
You may use Dombay VPN for lawful purposes only. The following activities are strictly prohibited:
- Any activity that violates applicable local, national, or international law
- Distribution of malware, ransomware, or other malicious software
- Conducting DDoS attacks or network intrusion attempts
- Distribution of child sexual abuse material (CSAM)
- Fraud, phishing, or identity theft
- Sending spam or unsolicited bulk email
- Reselling or redistributing VPN access without a signed Partner Agreement
- Circumventing court-ordered blocks in ways that violate court orders directed at you personally
We do not monitor VPN traffic. However, we will cooperate with law enforcement where legally required, and may terminate accounts reported for severe abuse (e.g., CSAM) even without traffic logging.
4. Subscriptions and Payments
Subscriptions are billed in advance on a monthly, quarterly, or annual basis. Prices are shown in USD. Payments are processed by Stripe or our authorized payment partners.
Subscriptions do not auto-renew unless you explicitly enable auto-renewal. Activation codes are non-transferable and single-use.
We do not offer refunds for partial subscription periods except where required by EU consumer law. If you experience a service outage exceeding 24 hours in a 30-day billing period, you may request a prorated credit.
5. Resellers and Partners
Reselling Dombay VPN access — including activation codes, shared accounts, or proxy access — requires a signed Partner Agreement. Unauthorized reselling will result in immediate account termination without refund.

6. Service Availability — No Uptime Warranty
Dombay VPN is provided on a best-effort basis. We do not guarantee 100% uptime or uninterrupted availability. Factors outside our control — including ISP throttling, DPI updates by censorship systems, and infrastructure maintenance — may temporarily affect the service.
We maintain multiple server regions (Frankfurt, Netherlands, Finland) to minimize disruption. We will make commercially reasonable efforts to maintain high availability.
The service is provided "as is" without warranty of any kind, express or implied. We disclaim all warranties of merchantability and fitness for a particular purpose to the fullest extent permitted by law.
7. Limitation of Liability
To the maximum extent permitted by applicable law, Dombay VPN shall not be liable for any indirect, incidental, special, consequential, or punitive damages arising from your use of (or inability to use) the service.
Our total liability for any claim arising under these terms shall not exceed the amount you paid for the service in the 30 days preceding the claim.
8. Account Termination
We may suspend or terminate your account if:
- You violate the Acceptable Use policy (Section 3)
- Your payment fails and is not resolved within 7 days
- We receive a valid legal order requiring termination
- The account is used for activity that puts the service or other users at risk
If we terminate your account for policy violations, no refund will be issued. If we terminate for reasons outside your control (e.g., service shutdown), we will provide a prorated refund.

9. Intellectual Property
All software, brand assets, and technology underlying Dombay VPN are the property of Dombay VPN and its licensors. You receive a limited, non-exclusive, non-transferable license to use the app for personal, non-commercial purposes.
You may not reverse-engineer, decompile, modify, or create derivative works from the Dombay VPN app.
10. Governing Law and Dispute Resolution
These Terms of Service are governed by the laws of the European Union and applicable EU member state law. Any disputes shall be resolved in the courts of the EU jurisdiction where we are registered.
EU residents have the right to use the European Online Dispute Resolution platform for consumer disputes: ec.europa.eu/consumers/odr
11. Severability
If any provision of these Terms is found to be unenforceable, the remaining provisions will continue in full force and effect.
